If the house is shared with landlord than the utilities bills are also shared between landlord and tenant. For making estimation of these bills in your budget you can ask your landlord to appraise you with the value of these bills and tax. If you are provided with services in your rented flat, then you have to pay the service charges. Sometimes, the service charges are included in rent or sometimes it is charged as additional costs. Moreover, you have to take an insurance policy to cover the things that belongs to you when you move in your new house.
