By complying to these guidelines, the residents of Louisiana, Arkansas, Illinois, Oklahoma, Maryland, Missouri, Pennsylvania, Kansas, Washington, Rhode Island, Nevada, Iowa, Texas and West Virginia can apply for this free cell phone plan.
