The most basic 'level' of breakdown cover is roadside, where a technician will try to get your bike going at the roadside or tow it to a local garage if it cannot be fixed there and then. Paying for any labour at the garage is down to you. National cover entitles you to roadside assistance and transportation to a destination of your choice. Home start cover allows you to call out a technician if you cannot get your bike started in the morning as well as the perks of a national cover policy.
Other than policies that cover riders in Europe, the highest level of cover in the UK is an 'onward travel' policy. With this cover, your breakdown insurance provider will pay for any further travel by train or taxi and any accommodation that is required as a result of a breakdown. Most providers cap the amount to prevent abuse.
