Fresh Legislation Could Be Considered for Eliminating Migration Backlog, Says Canadian Minister

In an important development, the Citizenship & Immigration Minister of Canada has reportedly observed that all possible choices were being explored for cutting down on the huge backlogs, with which Canada Immigration was crippled with, even as this includes legislating away over 1-million applications waiting in the pipeline.

Jason Kenney made this remarkable observation recently adding that though he hadn’t made any concrete decision, he was mulling over walking in the footsteps of New Zealand. It needs to be mentioned that during the year of 2003, via legislation, Wellington had got rid of its backlog.

The minister continued that the nation was looking at all alternatives for positively addressing these backlogs and coming up with a quicker, more open system. He added that it was certainly not good to keep informing individuals that they would have to cool their heels for long -- sometimes for as long as eight years -- for a decision on if they may turn up on the Canadian soils. It was not in the interest of either them or the economy of the nation.

The minister continued that the backlogs had made the immigration program of the country rather flawed. In case it takes seven or eight years to come to a decision, the skills of the involved individual could found to be no longer of any use. Under the present system, the applications of all future migrants have to be duly evaluated by the Canada immigration, which receives nearly two applications for every available visa.

The speech of the minister covered some of the key changes to immigration policy he intended to enact sometime later in 2012. The other day, he had mooted coming up with an immigration program, which would offer businesses a much more crucial role in the selection of the immigrants.

Recently, he had stressed the requirement to clear the backlogs of the country, which he reportedly said, were huge. If no new applications were entertained, there still were enough people cooling their heels in the system to fill the skilled worker targets of the Maple Country for the coming five years. He also declared that the Canadian provinces will be in a position to leaf through the present bank of skilled workers to hand-pick candidates for their provincial nominee programs.

Taking the example of New Zealand in his speech, Kenney further said that getting rid of the backlog at one go had made the immigration system of the Kiwi Land deft and more able to respond quickly to the new developments witnessed in the labor market. He continued that the Maple Country may move to a system of “expression of interest”, which would necessitate the candidates to give their approval to an arrangement where in businesses and provinces would examine their applications, to find out who could be wanted where.

Meanwhile, a concerned authority on immigration reportedly observed that during the course of the past some years many ministers had left no stones unturned to get rid of backlogs. He added that the Canadian minister would have to come up with fresh act to remove the pending applications.
